The US CPA Across the Gulf: Two Exams Off the UAE Fellowship, and Still Not a Licence to Sign

The Emirates Association of Accountants and Auditors exempts AICPA members from the IFRS and auditing papers of the UAE Fellowship, leaving one exam on UAE tax and legislation. That is the closest thing to recognition the US CPA has anywhere in the Gulf, and it is still not, on its own, a licence to sign an audit report. What the credential converts into in the UAE, Saudi Arabia and Qatar, and what it never converts into.

The US CPA Across the Gulf: Two Exams Off the UAE Fellowship, and Still Not a Licence to Sign

A US CPA licence buys more recognition in the United Arab Emirates than anywhere else in the Gulf, and the size of it is exactly two exams. The Emirates Association of Accountants and Auditors runs the UAE Fellowship Programme as three assessments, on IFRS, on the international auditing standards and on UAE tax and legislation, and it exempts holders of a fellowship from six named bodies, the AICPA among them, from the first two. You sit the UAE paper.

That is the high-water mark for the credential here, and two things it is not. It is not reciprocity: NASBA and the AICPA hold mutual recognition agreements with seven bodies worldwide, not one in the Middle East, so the traffic runs one way. And it is not a licence. The Fellowship certificate is a prerequisite for registration on the UAE's practising auditors register, not the registration itself, and the register applies its own degree and experience conditions on top.

Three questions get mixed together here: whether the CPA shortens a local qualification, whether it gets you onto a national register, and whether it lets you sign. The answers differ from each other, and by state.

Audit is a national licence in every Gulf state

Nothing about statutory audit is portable. Each GCC state licenses auditors under its own law, keeps its own register, and decides for itself what a foreign credential is worth. A CPA licence permits public practice in one US jurisdiction; outside it, the credential is evidence of an examination passed and nothing more.

What varies is how explicitly each state writes the foreign credential into its rules. The UAE names six bodies. Saudi Arabia names four for exam exemptions, then closes the licence on other grounds. Bahrain's register conditions name none. That spectrum, not any general claim about "recognition", is what to plan around.

Be precise about who does the recognising. NASBA's mutual recognition agreements are with SAICA, CPA Australia, CA ANZ, CPA Canada, the two Irish institutes and Mexico's IMCP. No Gulf body has one, which is why a SOCPA Fellow sits the full US exam and there is no IQEX route from Riyadh: see Who Actually Gets CPA Exam Exemptions. Everything below runs the other way, a Gulf regulator deciding the US exam already covers part of its own.

The UAE: the Fellowship certificate is the gate

The UAE rebuilt this framework between 2022 and 2023. Cabinet Decision No. 48 of 2022 is the implementing regulation for the profession, Ministerial Resolution No. 111-2 of 2022 adopted the Association's fellowship programme as a prerequisite for entry on the Ministry's register of auditors, and the Ministry of Economy and Tourism now lists Federal Decree-Law No. 41 of 2023 in place of the older Federal Law No. 12 of 2014. ACCA's own programme documentation still cites the 2014 law, which shows how recently the ground moved; read the Ministry's legislation page.

The Ministry approves the programme and vouches for the integrity of its examinations; the Association delivers it. The three assessments are developed with ACCA, run to 70 questions each and carry a pass mark of 60%.

AssessmentWhat it coversWho sits it
Financial Reporting StandardsIFRS, including the work guides issued by the IFRS Foundation and the IASBExempt for an approved-body fellow
International AuditingThe ISAs, including the IAASB's work guidesExempt for an approved-body fellow
Tax and RegulationUAE corporate tax and the other UAE taxes, plus the legislation governing the profession: rules of conduct and ethics, the corporate system, and civil and criminal liability arising from practiceEveryone, with no exemption

The tax paper is the one nothing outside the country prepares you for. UAE corporate taxation is recent law, introduced by Federal Decree-Law No. 47 of 2022 and applying to financial years beginning on or after 1 June 2023, and the paper sets it beside professional liability rules only a UAE practitioner would have read.

The Fellowship is a standing obligation rather than a certificate you file. Members complete 30 CPD hours a year, 12 of them from the Association, and hold a current membership, priced at AED 1,050 a year as of 2026. Exam fees then run to roughly GBP 430 for the tax paper plus an exam centre fee of about AED 400, with a lower resit fee. Fee schedules are revised; take current figures from the Association.

What AICPA membership takes off, and what it leaves

The six approved bodies are the AICPA, ICAEW, ACCA, CPA Canada, CA ANZ and SOCPA. A holder of a fellowship from any of them is exempted from the IFRS and international auditing assessments and sits the UAE tax and legislation paper alone.

The logic is the one that governs SOCPA's exemptions in the other direction: international content transfers, local law does not. No examination sat in Ohio or Johannesburg has ever tested the UAE corporate tax code, so none can be credited against it. SOCPA Exemptions Explained is the Saudi version of the same principle, including the subjects SOCPA will never waive.

Two cautions. The exemption is granted by the Association, not by the Ministry, and "AICPA" is a membership organisation while the CPA licence is issued by a state board; whether the Association checks your licence, your membership or both is worth an email before you pay anything. And it attaches to the credential rather than the degree: an approved-body fellow gets the same single-exam route whether the bachelor's is in accounting or not, while a fellow of an IFAC member outside the six sits all three.

Registering with the Ministry, and the experience tiers

Passing the tax paper makes you a Fellow. It does not put you on the register, and the register is what the signature runs through. To enter a natural person on the practising auditors register, the Ministry of Economy and Tourism requires a bachelor's degree in accounting, or a degree in another specialisation supported by at least 15 ministry-approved accounting credit hours; a valid Fellowship certificate; good conduct, with no final conviction for a felony or a misdemeanour involving dishonesty; and audit experience gained after the degree.

The experience rule is the part most worth knowing: the only published sliding scale of its kind in the Gulf, and it favours the candidate who arrives with a career behind them.

ApplicantAudit experience required after the qualification
Citizen5 years
Non citizen with more than 10 years of experience outside the state1 year
Non citizen with 5 to 10 years outside the state2 years
Non citizen with 2 to 5 years outside the state3 years

Read that carefully: the UAE is the GCC state whose auditors register is open to non citizens on published terms, and the more audit experience you bring, the less it asks you to repeat locally. As of 2026 the Ministry prices the application review at AED 100 and registration at AED 4,500 for three years. National audit companies and branches of foreign audit companies are registered separately, so a personal registration is not a firm licence.

Saudi Arabia, Qatar and the rest of the Gulf

Saudi Arabia is covered in full elsewhere, so the short version: audit is licensed under the Law of the Profession of Accounting and Auditing issued by Royal Decree M/59 in 2021, SOCPA issues the licence, and its conditions include Saudi nationality and full SOCPA membership, which means the Fellowship. A CPA shortens the Fellowship examination and does nothing to the licence. Is the US CPA Worth It in Saudi Arabia and the Gulf? sets out what that leaves the credential doing in the Kingdom.

Qatar regulates the profession under Law No. 8 of 2020, with the Ministry of Commerce and Industry maintaining the register of auditors and audit firms, and registration turns on a locally set qualifying test rather than on any foreign credential. The Ministry reorganised its auditor pages during 2026 and several published guides can no longer be retrieved, so that is the shape of the rule rather than a list of conditions: confirm the current requirements with the Ministry before planning around them.

Bahrain is the clearest counter-example to the UAE, and its conditions are published in plain terms. A person entered on the Auditors' Register must be a Bahraini national of full legal and civil capacity and good repute, hold a B.Sc. in accounting or in business administration specialising in accounting from a recognised institution with not less than three years of study, have not less than seven years of practical experience in an audit firm inside or outside Bahrain, and work in the practice full time. No professional qualification appears anywhere in that list. A CPA does not shorten the seven years and does not touch the nationality condition.

Kuwait and Oman run registers of the same shape under their own profession laws, with a local qualifying step. Neither publishes a US CPA exemption that could be verified for this article. Treat them as Qatar should be treated: ask the ministry in writing, and do not rely on a firm's summary.

What the CPA is worth without a local licence

None of this argues against the credential, because signing an audit report is not what most CPAs in the Gulf do. The register is one market and the labour market is another; the CPA is portable in the second and close to inert in the first.

It works where the work is US-shaped or network-shaped: the Gulf offices of the international audit networks, whose promotion tracks assume a professional qualification by the senior grade; subsidiaries of US-parented groups reporting under US GAAP; and internal audit functions that recruit on an international template and move people between Riyadh, Dubai and Doha inside one group. In the UAE and Qatar, where no local fellowship carries SOCPA's weight in hiring, the international credentials carry more of that load.

Two consequences follow. If your goal is the signature, the local qualification is the project and the CPA is at best an accelerator on one leg of it: plan the Fellowship, not the exemption. If your goal is the career, get the licence issued rather than stopping at four passed sections, because a score report is not a credential: see Passed All Four? How to Get the CPA Licence From the Gulf, then Keeping a US CPA Licence Alive From the Gulf for the continuing education that keeps it in good standing, which the Association will expect to see too.

Where to practise this

Whichever register you are aiming at, the auditing content is common to all of them: the ISAs in the UAE and Saudi Arabia, the US standards on the CPA Exam, and the same risk, evidence and reporting logic underneath both. Prepito's AUD course covers the full blueprint with practice questions, timed simulations, full explanations and mistake review, in English; the qualification as a whole is in the CPA programme. For the money and time side of the decision, read Is the US CPA Worth It in Saudi Arabia and the Gulf?.

CPA questions and written explanations are in English. Prepito’s interface is available in English and Arabic, and the AI tutor can respond in either language.

Agreed-Upon Procedures Engagements: Findings Without Assurance, and Why the AICPA Requires Independence Where ISRS 4400 Does Not

An agreed-upon procedures report lists what the practitioner did and what was found, and expresses no opinion and no conclusion. The two standards behind it split most sharply on independence: AT-C 215 requires the practitioner to be independent of the responsible party, while ISRS 4400 (Revised), which SOCPA endorsed, requires it only when a code, law, contract or the engagement terms demand it. The article sets out the engagement, the report, and how CPA AUD and SOCPA Auditing test both.
